Upload .raw file for decoding

Drop a Chromeleon 7 .raw file here. ICView calls decode_raw_file() and saves the result as a CSV in data/csv/, then it appears in the index.

Note: this decodes individual .raw files only. To process a full .cmbx container, unzip it first and upload each *.raw separately, or pre-stage files in the watch folder.
